It marks a departure from Switzerland\u2019s longstanding commitment to global education, by excluding a dedicated education goal, in contrast to past strategies. This shift, unlikely to go unnoticed internationally, risks appearing inconsistent, undermining Switzerland\u2019s credibility as a reliable partner and reducing the opportunity for an enhanced collaboration with the Swiss philanthropic sector and the critical enabler for prosperity, peace and stability. Furthermore, Switzerland\u2019s leading role in global education could be weakened and previous investments \u2013 particularly the promotion of Geneva as an educational hub- could be compromised.<\/p>\n\n\n\n<p>In this regard, we welcome the National Council Foreign Policy Commission\u2019s decision on 5 November 2024 to prioritize education in Swiss international cooperation, which is an important milestone. The Council of States has the opportunity to reinforce this commitment.<\/p>\n\n\n\n<p><strong><em>A Misleading Divide between Security and Development<\/em><\/strong><\/p>\n\n\n\n<p>In the ongoing debate over Switzerland\u2019s international cooperation budget, the competing discourse between development and security is misleading. Opting for one against the other can only lead to a zero-sum game. Instead, a<a href=\"https:\/\/www.tagesanzeiger.ch\/gastbeitrag-entwicklungshilfe-unterstuetzt-sicherheitspolitik-874722807892\">s Martin Dahinden points out<\/a>, development cooperation is a sustainable and preventive security strategy. We express our support to maintain<strong>\u00a0the 2025-28 \u00a0international cooperation\u00a0commitment credits and yearly budgets at the current level,<\/strong>\u00a0without any further reductions. At the same time, it is important to discuss how these resources can be best invested in terms of the impact on sustainable development, peace, and stability.<\/p>\n\n\n\n<p><strong><em>Education: A Driving Force for Peace, Stability and Prosperity<\/em><\/strong><\/p>\n\n\n\n<p>Education is a critical enabler of the broader Sustainable Development Goals, in particular for poverty reduction (SDG 1), for decent work and economic growth (SDG 8), for climate action (SDG 13), for peace (SDG 16). Education acts as a driving force of peace: it fosters critical thinking, it strengthens social equality and economic growth and contributes to building communities in which everyone can thrive and envisage a future for themselves or themselves &#8211; all fundamental anchors of peace, stability and security. A 2023 study by the Global Partnership for Education and the Institute for Economics and Peace (IEP) highlights that higher rates of both primary and lower secondary school completion, especially for girls, show positive correlations with factors known to create and sustain peaceful societies. The number of years spent learning at school is the factor that contributes most to reducing the various forms of violence (Martinez and Collins, 2023). If we care about global peace and security, we must care about education.<\/p>\n\n\n\n<p>Recent emerging data on the economics of education show that, on conservative assumptions, education has contributed to 50% of global economic growth, 70% of the increase in income for the world&#8217;s poorest quintile, and 40% of the reduction in extreme poverty over the last four decades. Education is by far one of the most efficient ways to put international cooperation funding to good use.<\/p>\n\n\n\n<p><strong><em>Switzerland\u2019s Leading Role in Global Education: A Key Asset of its Soft Power<\/em><\/strong><strong><em><\/em><\/strong><\/p>\n\n\n\n<p>Mirroring the importance that education plays in Switzerland\u2019s success model, education has been a key pillar of Swiss international cooperation since its inception. The results and returns on these investments have been deep and numerous. 1.6 million children and young people received access to basic education between 2021 and 2024, including in emergency situations, thanks to Swiss international cooperation (FDFA, 2024). Switzerland established itself as a leading actor in global education and as a reliable and respected partner, whose voice counts in the international education policy and forums. Switzerland is internationally recognized as having one of the world\u2019s strongest education systems and key characteristics such as the dual nature have led to global good practices. This leading role is an important component of Switzerland\u2019s international image, its soft power and provides access to key players beyond the education sector. Switzerland has invested substantial resources to successfully promote Geneva as a global hub for education, especially with the establishment of the <em>Geneva Global Hub for Education in Emergencies<\/em> in 2021. This has attracted several essential initiatives to the city, including <em>Education Cannot Wait<\/em>, UNICEF and ITU\u2019s <em>Giga initiative<\/em>, UNESCO, the <em>International Financing Facility for Education (IFFEd)<\/em>, and the <em>Interagency Network for Education in Emergencies (INEE)<\/em>, all of which have at least partially relocated to Geneva.<\/p>\n\n\n\n<p><strong><em>A Unique Opportunity to Scale Impact via Public-Private Philanthropy Partnerships<\/em><\/strong><\/p>\n\n\n\n<p>The education sector benefits from a particularly high concentration of Swiss-based philanthropic and private actors, ready to scale Switzerland\u2019s impact through innovative public-private philanthropy partnerships. As an example, the Jacobs Foundation, UBS Optimus Foundation, Roger Federer Foundation together with the Global Partnership for Education have co-invested over USD 70 million to support innovative and impactful programs to provide access to quality, equitable education in C\u00f4te d\u2019Ivoire, Lesotho, Malawi and Zimbabwe. Some of these programs have leveraged the participation of local and international (and for some for them, Switzerland-headquartered) private companies from the cocoa, coffee, telecom or banking industries; others are working to deploy an additional USD 90 million together. Such collaborations are made possible by the continuous prioritization of education by Switzerland with government funding acting as a catalyst. Together, as \u2018team Switzerland\u2019, we can align resources and amplify impact by supporting fewer, but more impactful, architectural pieces, in collaboration with key international mechanisms such as the Global Partnership for Education or IFFEd.&nbsp;<\/p>\n\n\n\n<p><strong>Support to Reintroduce Education as an Objective<\/strong><\/p>\n\n\n\n<p>Currently, there is only a modest mainstreaming of education in the international cooperation strategy 2025-28, with no education objective included. The National Council Foreign Policy Commission\u2019s decision to prioritize education in Swiss international cooperation is an important step in the right direction. Si l\u2019\u00e9ducation ne demeurait pas un objectif \u00e0 part enti\u00e8re de cette strat\u00e9gie, celle-ci marquerait une rupture regrettable avec l\u2019engagement de longue date de la Suisse en faveur de l\u2019\u00e9ducation mondiale. Ce changement, qui ne passerait pas inaper\u00e7u sur la sc\u00e8ne internationale, pourrait donner une impression d&#8217;incoh\u00e9rence, affaiblir la cr\u00e9dibilit\u00e9 de la Suisse en tant que partenaire fiable et r\u00e9duire les possibilit\u00e9s de collaboration renforc\u00e9e avec le secteur philanthropique suisse ainsi que l\u2019effet de levier pour la prosp\u00e9rit\u00e9, la paix et la stabilit\u00e9. De plus, le r\u00f4le de leader de la Suisse en mati\u00e8re d\u2019\u00e9ducation mondiale pourrait \u00eatre affaibli, et les investissements d\u00e9j\u00e0 r\u00e9alis\u00e9s \u2013 notamment la promotion de Gen\u00e8ve comme centre d\u2019excellence pour l\u2019\u00e9ducation globale \u2013 risquent d\u2019\u00eatre compromis.<\/p>\n\n\n\n<p>\u00c0 cet \u00e9gard, nous saluons la d\u00e9cision de la Commission de politique ext\u00e9rieure du Conseil national du 5 novembre 2024 de prioriser l&#8217;\u00e9ducation dans la coop\u00e9ration internationale suisse, ce qui repr\u00e9sente une avanc\u00e9e importante. Le Conseil des \u00c9tats a l\u2019opportunit\u00e9 de consolider cet engagement.<\/p>\n\n\n\n<p><strong><em>Un faux clivage entre s\u00e9curit\u00e9 et d\u00e9veloppement<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Dans le d\u00e9bat en cours sur le budget de la coop\u00e9ration internationale de la Suisse, l\u2019opposition entre d\u00e9veloppement et s\u00e9curit\u00e9 est trompeuse. Choisir l\u2019un au d\u00e9triment de l\u2019autre serait un jeu \u00e0 somme nulle. <a href=\"https:\/\/www.tagesanzeiger.ch\/gastbeitrag-entwicklungshilfe-unterstuetzt-sicherheitspolitik-874722807892\">Comme l\u2019a soulign\u00e9 Martin Dahinden<\/a>, la coop\u00e9ration au d\u00e9veloppement est une strat\u00e9gie de s\u00e9curit\u00e9 durable et pr\u00e9ventive. Nous soutenons\u00a0<strong>le maintien des cr\u00e9dits d&#8217;engagement 2025-28 de la coop\u00e9ration internationale et des budgets annuels<\/strong>, sans nouvelle r\u00e9duction. Il est \u00e9galement essentiel de r\u00e9fl\u00e9chir \u00e0 la mani\u00e8re d\u2019investir ces ressources pour maximiser leur impact sur le d\u00e9veloppement durable, la paix et la stabilit\u00e9.<\/p>\n\n\n\n<p><strong><em>L\u2019\u00e9ducation : un levier de paix, de stabilit\u00e9 et de prosp\u00e9rit\u00e9<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>L\u2019\u00e9ducation est un levier essentiel pour la r\u00e9alisation des Objectifs de d\u00e9veloppement durable, notamment pour la r\u00e9duction de la pauvret\u00e9 (ODD 1), le travail d\u00e9cent et la croissance \u00e9conomique (ODD 8), l\u2019action climatique (ODD 13) et la paix (ODD 16). L\u2019\u00e9ducation favorise la paix en stimulant la pens\u00e9e critique, en renfor\u00e7ant l\u2019\u00e9galit\u00e9 sociale et la croissance \u00e9conomique, et en contribuant \u00e0 b\u00e2tir des communaut\u00e9s o\u00f9 chacun peut s\u2019\u00e9panouir et envisager un avenir \u2013 des \u00e9l\u00e9ments fondamentaux pour la paix, la stabilit\u00e9 et la s\u00e9curit\u00e9. Une \u00e9tude de 2023 r\u00e9alis\u00e9e par le Partenariat mondial pour l&#8217;\u00e9ducation et l&#8217;Institut pour l&#8217;\u00e9conomie et la paix (IEP) montre que des taux plus \u00e9lev\u00e9s d&#8217;ach\u00e8vement de l&#8217;\u00e9cole primaire et du premier cycle du secondaire, notamment pour les filles, sont positivement corr\u00e9l\u00e9s avec les facteurs favorisant des soci\u00e9t\u00e9s pacifiques. Si nous nous souhaitons contribuer \u00e0 la paix et de la s\u00e9curit\u00e9 globales, nous devons continuer \u00e0 investir dans l\u2019\u00e9ducation.<\/p>\n\n\n\n<p>Les donn\u00e9es \u00e9conomiques r\u00e9centes et prudentes montrent que l&#8217;\u00e9ducation aurait contribu\u00e9 \u00e0 hauteur de 50 % de la croissance \u00e9conomique mondiale, \u00e0 70 % de l&#8217;augmentation des revenus du quintile d\u00e9mographique le plus pauvre et \u00e0 40 % de la r\u00e9duction de la pauvret\u00e9 extr\u00eame au cours des quarante derni\u00e8res ann\u00e9es. L\u2019\u00e9ducation est l\u2019un des moyens les plus efficaces de d\u00e9ploiement de fonds de la coop\u00e9ration internationale.<\/p>\n\n\n\n<p><strong><em>Le r\u00f4le de leader de la Suisse en mati\u00e8re d&#8217;\u00e9ducation mondiale : un atout cl\u00e9 de son soft power<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Reflet de l&#8217;importance de l\u2019\u00e9ducation dans le mod\u00e8le de succ\u00e8s de la Suisse, l\u2019\u00e9ducation a \u00e9t\u00e9 un pilier de la coop\u00e9ration internationale suisse depuis ses d\u00e9buts. Les retomb\u00e9es de ces investissements sont profondes et nombreuses : 1,6 million d\u2019enfants et de jeunes ont pu acc\u00e9der \u00e0 l\u2019\u00e9ducation de base entre 2021 et 2024, y compris dans des situations d\u2019urgence (DFAE, 2024). La Suisse s\u2019est impos\u00e9e comme un acteur de premier plan en mati\u00e8re d\u2019\u00e9ducation mondiale et un partenaire fiable et respect\u00e9. Elle b\u00e9n\u00e9ficie d&#8217;une forte reconnaissance internationale gr\u00e2ce \u00e0 son syst\u00e8me \u00e9ducatif, y compris la formation professionnelle, consid\u00e9r\u00e9 comme une bonne pratique au niveau global. Ce r\u00f4le de leader renforce l&#8217;image internationale de la Suisse, son soft power et lui permet de collaborer avec des acteurs strat\u00e9giques et de premier plan au-del\u00e0 de l\u2019\u00e9ducation.<\/p>\n\n\n\n<p>La Suisse a investi des ressources consid\u00e9rables pour \u00e9tablir Gen\u00e8ve en tant que centre d\u2019excellence pour l\u2019\u00e9ducation globale, notamment par la cr\u00e9ation du Geneva Global Hub for Education in Emergencies en 2021. Cela a conduit plusieurs organisations \u00e0 transf\u00e9rer au moins une partie de leur staff \u00e0 Gen\u00e8ve, telles qu&#8217;Education Cannot Wait (ECW), l&#8217;initiative Giga de l&#8217;UNICEF et de l&#8217;UIT, l&#8217;UNESCO, l&#8217;International Financing Facility for Education (IFFEd) et l&#8217;Interagency Network for Education in Emergencies (INEE).<\/p>\n\n\n\n<p><strong><em>Une opportunit\u00e9 unique d\u2019accro\u00eetre l\u2019impact via des \u2018PPP &#8211; partenariats public-priv\u00e9-philanthropique\u2019<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Le secteur de l\u2019\u00e9ducation b\u00e9n\u00e9ficie d&#8217;une forte concentration d\u2019acteurs philanthropiques et priv\u00e9s bas\u00e9s en Suisse, pr\u00eats \u00e0 accro\u00eetre l\u2019impact de la Suisse via des partenariats publics-priv\u00e9s-philanthropiques innovants. \u00c0 titre d&#8217;exemple, la Fondation Jacobs, la Fondation UBS Optimus et la Fondation Roger Federer, en collaboration avec le Partenariat mondial pour l\u2019\u00e9ducation, ont co-investi plus de 70 millions USD pour des programmes \u00e9ducatifs de qualit\u00e9 en C\u00f4te d&#8217;Ivoire, au Lesotho, au Malawi et au Zimbabwe. Certains de ces programmes impliquent des entreprises suisses et internationales dans les secteurs du cacao, du caf\u00e9, des t\u00e9l\u00e9communications et de la banque&nbsp;; d\u2019autres programmes innovants sont en pr\u00e9paration, pour des co-investissements de pr\u00e8s de 90 millions USD suppl\u00e9mentaires. Ces collaborations sont rendues possibles au travers de la priorisation continue de l\u2019\u00e9ducation dans les strat\u00e9gies de coop\u00e9ration internationale de la Suisse, les fonds publics agissant comme catalyseur. Ensemble, en tant qu&#8217;\u00ab \u00e9quipe Suisse \u00bb, nous pouvons aligner les ressources et amplifier l&#8217;impact, en collaboration avec des m\u00e9canismes internationaux cl\u00e9s tels que le Partenariat Mondial pour l&#8217;Education ou l\u2019IFFEd.<\/p>\n\n\n\n<p><strong><em>Soutien pour la r\u00e9introduction d\u2019un objectif \u00e9ducation<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Actuellement, la strat\u00e9gie de coop\u00e9ration internationale pour 2025-28 int\u00e8gre l\u2019\u00e9ducation de fa\u00e7on marginale, sans objectif d\u00e9di\u00e9, contrairement aux strat\u00e9gies pr\u00e9c\u00e9dentes. La d\u00e9cision de la Commission de politique ext\u00e9rieure du Conseil national de prioriser l\u2019\u00e9ducation est un pas important dans la bonne direction. Diese Strategie weicht vom langj\u00e4hrigen Engagement der Schweiz f\u00fcr globale Bildung ab, da ein spezifisches Bildungsziel im Gegensatz zu fr\u00fcheren Strategien fehlt. Dieser Kurswechsel, der international kaum unbemerkt bleiben d\u00fcrfte, birgt das Risiko inkoh\u00e4rent zu wirken, die Glaubw\u00fcrdigkeit der Schweiz als verl\u00e4sslicher Partner zu beeintr\u00e4chtigen und die M\u00f6glichkeit einer verst\u00e4rkten Zusammenarbeit mit dem Schweizer Stiftungssektor und einer Hebelwirkung f\u00fcr Wohlstand, Frieden und Stabilit\u00e4t zu vermindern. Zudem k\u00f6nnte die Vorreiterrolle der Schweiz in der globalen Bildung geschw\u00e4cht und bereits get\u00e4tigte Investitionen \u2013 insbesondere zur Positionierung von Genf als globalem Bildungszentrum \u2013 untergraben werden.<\/p>\n\n\n\n<p>In diesem Sinne begr\u00fcssen wir den Entscheid der Aussenpolitischen Kommission des Nationalrates vom 5. November 2024, Bildung in der internationalen Zusammenarbeit der Schweiz wieder zu priorisieren. Der St\u00e4nderat hat nun die M\u00f6glichkeit, diesen Entscheid zu festigen.<\/p>\n\n\n\n<p><strong><em>Eine irref\u00fchrende Trennung von Sicherheit und Entwicklung<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Was das Budget der internationalen Zusammenarbeit der Schweiz anbelangt, ist die konkurrierende Debatte zwischen Entwicklung und Sicherheit irref\u00fchrend. Das Ausspielen des einen gegen das andere kann nur zu einem Nullsummenspiel f\u00fchren. <a href=\"https:\/\/www.tagesanzeiger.ch\/gastbeitrag-entwicklungshilfe-unterstuetzt-sicherheitspolitik-874722807892\">Wie auch Martin Dahinden betont<\/a>, ist Entwicklungshilfe eine nachhaltige und pr\u00e4ventive Sicherheitsstrategie. Wir unterst\u00fctzen daher die Aufrechterhaltung der finanziellen Mittel\u00a0<strong>der Verpflichtungskredite 2025-28 und der j\u00e4hrlichen Budgets f\u00fcr die internationale Zusammenarbeit<\/strong>, ohne weitere K\u00fcrzungen. Zugleich ist es wichtig zu diskutieren, wie diese Ressourcen am besten im Hinblick auf ihre Wirkung auf nachhaltige Entwicklung, Frieden und Stabilit\u00e4t investiert werden k\u00f6nnen.<\/p>\n\n\n\n<p><strong><em>Bildung: Eine treibende Kraft f\u00fcr Frieden, Stabilit\u00e4t und Wohlstand<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Bildung wirkt als Motor f\u00fcr das Erreichen der Agenda 2030, insbesondere f\u00fcr die Armutsreduktion (SDG 1), f\u00fcr menschenw\u00fcrdige Arbeit und Wirtschaftswachstum (SDG 8), f\u00fcr Massnahmen zum Klimaschutz (SDG 13), f\u00fcr den Frieden (SDG 16). Bildung ist eine treibende Kraft f\u00fcr den Frieden, da sie kritisches Denken f\u00f6rdert, soziale Gleichheit und Wirtschaftswachstum st\u00e4rkt und zum Aufbau von Gemeinschaften beitr\u00e4gt, in denen jeder eine Zukunft f\u00fcr sich selbst sehen kann \u2013 ein wesentlicher Anker f\u00fcr Frieden, Stabilit\u00e4t und Sicherheit. Eine Studie des Global Partnership for Education und des Institute for Economics and Peace aus dem Jahr 2023 zeigt, dass h\u00f6here Abschlussquoten an Grund- und Sekundarschulen, insbesondere f\u00fcr M\u00e4dchen, positiv mit Faktoren korrelieren, die friedliche Gesellschaften f\u00f6rdern und erhalten. Die Anzahl Schuljahre ist der Faktor, der am meisten zur Reduzierung von Gewalt beitr\u00e4gt (Martinez und Collins, 2023). Wenn uns der globale Frieden und die Sicherheit am Herzen liegen, m\u00fcssen wir in die Bildung investieren.<\/p>\n\n\n\n<p>Neue Erkenntnisse aus der Bildungs\u00f6konomie zeigen, dass Bildung unter konservativen Annahmen zu 50 % des globalen Wirtschaftswachstums, zu 70 % des Einkommenszuwachses f\u00fcr das \u00e4rmste F\u00fcnftel der Welt und zu 40 % der Verringerung extremer Armut in den letzten vier Jahrzehnten beigetragen hat (Gethin, 2024). Bildung ist somit eine der effizientesten Methoden, um Mittel der internationalen Zusammenarbeit sinnvoll einzusetzen.<\/p>\n\n\n\n<p><strong><em>Die Vorreiterrolle der Schweiz in der globalen Bildung: Ein zentraler Faktor f\u00fcr ihren Soft Power<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Bildung war seit jeher eine S\u00e4ule der internationalen Zusammenarbeit der Schweiz und spiegelt den hohen Stellenwert wider, den Bildung im Erfolgsmodell der Schweiz einnimmt. Die Resultate dieser Investitionen sind zahlreich. Zwischen 2021 und 2024 erhielten dank der internationalen Zusammenarbeit der Schweiz 1,6 Millionen Kinder und Jugendliche Zugang zu Grundbildung, auch in Krisensituationen (EDA, 2024). Die Schweiz hat sich als f\u00fchrende Akteurin im Bereich der globalen Bildung etabliert und wird als zuverl\u00e4ssige und respektierte Partnerin gesch\u00e4tzt, deren Stimme in der internationalen Bildungspolitik und globalen Foren Gewicht hat. Die Schweiz ist daf\u00fcr bekannt, eines der st\u00e4rksten Bildungssysteme der Welt zu haben, dessen duale Natur zu den globalen Best Practices geh\u00f6rt. Diese Vorreiterrolle ist ein wichtiger Bestandteil des internationalen Images der Schweiz und ihrer Soft Power. Sie gew\u00e4hrt Zugang zu wichtigen Akteuren, \u00fcber den Bildungssektor hinaus.<\/p>\n\n\n\n<p>Die Schweiz hat erhebliche Ressourcen investiert, um Genf erfolgreich als globales Bildungszentrum zu etablieren, insbesondere durch die Gr\u00fcndung des Geneva Global Hub for Education in Emergencies im Jahr 2021. Dies hat dazu gef\u00fchrt, dass mehrere Organisationen zumindest teilweise ihr Personal nach Genf verlegt haben, darunter Education Cannot Wait (ECW), die Giga Initiative von UNICEF und ITU, UNESCO, die International Financing Facility for Education (IFFEd) und das Interagency Network for Education in Emergencies (INEE).<\/p>\n\n\n\n<p><strong><em>Eine einzigartige Chance, den Einfluss durch \u00f6ffentlich-privat-philanthropische Partnerschaften zu skalieren<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Der Bildungssektor profitiert von einer besonders hohen Konzentration an philanthropischen und privaten Akteuren mit Sitz in der Schweiz, die bereit sind, die Wirkung der Schweiz durch innovative \u00f6ffentlich-private Partnerschaften zu verst\u00e4rken. So haben Jacobs Foundation, UBS Optimus Foundation, Roger Federer Foundation und Global Partnership for Education \u00fcber 70 Millionen USD investiert, um innovative und wirkungsvolle Programme f\u00fcr den Zugang zu qualitativ hochwertiger und gerechter Bildung in C\u00f4te d\u2019Ivoire, Lesotho, Malawi und Simbabwe zu unterst\u00fctzen. Einige dieser Programme haben die Beteiligung lokaler und internationaler (und teilweise in der Schweiz ans\u00e4ssiger) Unternehmen aus den Bereichen Kakao, Kaffee, Telekommunikation und Banken erm\u00f6glicht; weitere innovative Programme zielen darauf ab, zus\u00e4tzliche 90 Millionen USD zu mobilisieren. Solche Kooperationen werden durch die Priorisierung der Bildung durch die Schweiz erm\u00f6glicht, wobei die staatliche Finanzierung als Katalysator agiert. Als \u201eTeam Schweiz\u201c k\u00f6nnen wir Ressourcen b\u00fcndeln und die Wirkung verst\u00e4rken, in Zusammenarbeit mit internationalen Mechanismen wie dem Global Partnership for Education oder IFFEd.<\/p>\n\n\n\n<p><strong><em>Unterst\u00fctzung f\u00fcr die Wiedereinf\u00fchrung eines Bildungsziels<\/em><\/strong><em><\/em><\/p>\n\n\n\n<p>Derzeit ist Bildung nur marginal in der Strategie der Schweiz zur internationalen Zusammenarbeit 2025-28 vertreten &#8211; ohne spezifisches Ziel.
